2007 Legislative Summary 2007 NDAHC Focus: Enhance the reimbursement rates for Quality Service Providers SB 2012 A BILL for an Act to provide an appropriation for defraying the expenses of the Department of Human Services. Included in this BILL that will affect Home Health Care Agencies at Final Passage is as follows: · The name of Qualified Service Providers to Home Service Providers was not adopted and will remain as QSPs. · Adds funding to provide an increase of 4% annual inflation the first biennium and a 5% annual inflation the second biennium for medical-related service providers. · Adds funding for grants – medical assistance to provide that Home Service Providers (QSPs) be paid using a fee for service method based on 15 minute units of service & that rates prior to any 2007-09 biennium inflationary increases, for each 15-minute unit of service be as follows: Agency providers - $4.50 This means with 4% & 5% increase: (Individual provider - $3.16) FY2008 = $4.68/unit or $18.72/hour FY2009 = $4.91/unit or $19.64/hour
